April Defense Contract Awards Cover Aviation, Construction, Ship Maintenance and More

The following are selected defense contracts awarded to San Diego County companies in April. The U.S. Department of Defense releases a digest of contract awards daily at 5 p.m. Eastern Standard Time.

The U.S. Navy recently expanded opportunities for seven small construction contractors — including four in San Diego County — by increasing the amount of work they may bid on.

The increase amounts to $90 million. As yet it is too early to say who will benefit most from the move.

The awards build on original awards from 2018, when the small businesses received indefinite delivery, indefinite quantity contracts giving them the chance to bid on $240 million worth of work. With the new awards, the maximum dollar value available to the seven contractors increased to $330 million.

The local companies are Pacific West Builders of National City; Dimensions Construction Inc. of San Diego; Herman/JCG Co. JV, a joint venture from Escondido; and I.E. Pacific Inc. of Escondido.

The seven companies will now compete for task orders — that is, work on specific projects. The task orders will cover new construction, renovation and the repair of general building construction. Work will be performed at various federal sites within the Naval Facilities Engineering Command (NAVFAC) Southwest area of operation, with 90 percent in California and the balance in other Western states.

The original contract was competitively procured via the Navy Electronic Commerce Online website. The Navy received 24 proposals. The Naval Facilities Engineering Command Southwest of San Diego awarded the deals, announced on April 17.

Army Contract Worth $9.9M to GA-ASI

The U.S. Army awarded General Atomics Aeronautical Systems Inc. of Poway a one-year, $9.9 million contract modification for unspecified work on the Gray Eagle unmanned aircraft system. Gray Eagle is the Army version of the Predator aircraft. Bids were solicited via the internet with one received. Work will be performed in Poway. The U.S. Army Contracting Command at Redstone Arsenal, Alabama awarded the deal, announced on April 23.

Redhorse Pulls in $9.4M Deal

The Pentagon’s Washington Headquarters Services office awarded San Diego-based Redhorse Corp. a $9.4 million contract supporting the coordination of Defense Department efforts advising senior leaders regarding national programs and policy support (NPPS) under the direct guidance of the director of NPPS. This includes advising senior leaders regarding global intelligence, surveillance, and reconnaissance (ISR) operations and/or resulting in the rapid production of ISR capability from concept initiation to specialized modification to deployment into the operational theater.

Redhorse will perform the work at the Pentagon in Arlington, Virginia. The contract is expected to run until January 2025. Washington Headquarters Services, Arlington, Virginia awarded the deal on April 23.

Ship Repair Planning Effort Includes San Diego

Huntington-Ingalls Industries received a U.S. Navy contract modification for planning yard services for the littoral combat ship. The work will range from hull, mechanical and electrical engineering work to information technology. An estimated $7.5 million worth of work under the contract will be performed in San Diego, with the bulk in Hampton, Virginia and Pascagoula, Mississippi. The contract’s total value is $108 million. Work is expected to run through April 2021. The Naval Sea Systems Command of Washington, D.C. awarded the deal, announced on April 17.

BAE Systems Gets Navy Work

The U.S. Navy awarded a $17.4 million contract modification to BAE Systems Information and Electronic Systems of Nashua, New Hampshire. Some 4 percent of the work, worth an estimated $700,000, will take place in San Diego. The contract modification procures the necessary hardware, technical engineering, management and logistics support to fabricate, assemble, test and deliver three T-1622/ALE-55(V) fiber optic towed decoys for an undisclosed foreign military customer and 102 electronic frequency converters for the Navy. Work is expected to be complete by March 2022. The Naval Air Systems Command of Patuxent River, Maryland, awarded the contract, announced on April 20.
