Will Sustainability Help Make the ‘Sale’?

San Diego-based Newland Communities has reworked its plans for the proposed Newland Sierra residential development near Escondido, with features that the developer says will make it the county’s first carbon-neutral community.

A company statement said Newland, the project’s master developer, will require homebuilders to install solar panel systems atop each of the community’s planned 2,135 homes in seven distinct neighborhoods. All garages will have electric vehicle charging stations, and the community will have an electric bike sharing program and a shuttle to the Escondido Transit Center, among other elements. Newland reiterated plans to set aside more than 1,200 acres — 61 percent of the unincorporated property that it acquired in 2014 near Interstate 15 — as permanent open space.

The San Diego County Planning Department recently placed the project’s draft environmental impact report up for its 60-day public review at sandiegocounty.gov. A Newland spokesman said the project could go before the county Planning Commission by year’s end or early 2018, to be followed by review by county supervisors.

The sustainability-minded changes made by Newland likely stem in part from the fact that development in unincorporated North County remains an extremely sore subject among neighboring residents. Last fall, voters countywide rejected local developer Accretive Investments’ proposed mixed-use Lilac Hills Ranch, calling for more than 1,700 homes on 608 unincorporated acres near Valley Center.

In Chula Vista, San Diego developer Douglas Wilson Cos. recently broke ground on a $31 million senior living facility in the Otay Ranch community. According to general contractor Sundt Construction Inc., work is expected to be completed in summer 2018 on elements including 111 assisted living and memory care units, a dining room and bistro, movie theater, fitness room, barbershop and beauty salon.

Wilson Cos. is planning for a fall 2018 opening at 1290 Santa Rosa Drive, and the facility will be operated by Milestone Retirement Communities.
