Port Officials Delay Action on Embarcadero Plans

San Diego port district commissioners have postponed action until January on revised plans for the first phase of development in the long discussed North Embarcadero improvement project.

Officials had been scheduled Dec. 7 to consider a coastal development permit for a first phase which includes updated plans for park space, extensive landscaping and other improvements along the downtown San Diego waterfront.

However, a port district statement said a majority of the Board of Port Commissioners voted to delay action, in order to clarify the impact of changes made by staff during the preceding few days to agreements that are part of the coastal permit process.

The revised plans, which increase park space over earlier plans, will need the approval of the California Coastal Commission, which has its next local meeting in May.

In November, port commissioners authorized a three-party agreement, called a memorandum of understanding, involving the San Diego Unified Port District, San Diego Lane Field Developers LLC and the Navy Broadway Complex Coalition.

The coalition, a citizens group that opposes portions of the waterfront development project, filed an appeal that led to the state coastal commission’s decision earlier this year to reject a port plan to proceed with the first phase of work. The commission cited insufficient park space among other factors.

Under the agreement, the coalition would support a revised project to include a 150-foot setback park or plaza on the site of the proposed Lane Field mixed-use development, the study of a 205-foot setback along North Harbor Drive, and a possible realigning of a portion of North Harbor Drive from the B Street Pier to Navy Pier.

The port district is also involved in a legal dispute with the Navy Broadway Complex Coalition, which has sued over the construction of a new cruise ship terminal and issues involving public access to Broadway Pier when ships aren’t docked there.
