Jet Training Takes Poway Co. to Idaho

The following are selected defense contracts awarded to San Diego County companies in August, September and October. They have been announced by the U.S. Department of Defense or the contractor itself. Listings also include companies operating in San Diego County.

The U.S. Air Force awarded PKL Services Inc. of Poway a $13.8 million modification to a 2018 contract. Under the deal, PKL will continue to provide training on the maintenance and operations of F-15 SG jets to the Republic of Singapore Air Force. Work will be performed at Mountain Home Air Force Base in Idaho, and is expected to be completed by Sept. 30, 2022. The 366th Financial Acquisition Squadron at Mountain Home Air Force Base awarded the contract, announced on Oct. 7.

F-35 Data Links Get Attention

The U.S. Navy awarded Lockheed Martin Corp. a $70.8 million modification to a 2019 contract for work on the advanced F-35 Lightning II fighter. Some 20% of the work, worth $14.2 million, will be performed in San Diego. The deal calls for requirements decomposition through system functional review for the F-35 Super Multi-Function Aircraft Data Link Band 5 receiver warning capability. Work is expected to be completed by June 2023. The Naval Air Systems Command of Patuxent River, Maryland awarded the contract, announced on Sept. 17.

Cubic Receives Training Funds

The U.S. Navy awarded Cubic Corp. an $8.8 million order for computer-aided training services. Under the deal, Cubic will provide engineering services in support of the Interim Joint Secure Interoperable Live-Virtual-Constructive (JSILS) and Secure Live Virtual Constructive (LVC) Advanced Training Environment (SLATE) – Advanced Technology Demonstration (ATD) for future consideration as a usable operational live virtual constructive training environment capability. This order provides design, engineering and test/demonstration services to mature the JSILS and SLATE-ATD technologies. Work will be performed in San Diego, China Lake and Patuxent River, Maryland, and is expected to be completed in November 2021. The Naval Air Systems Command of Patuxent River, Maryland awarded the contract, announced on Aug. 20.

I.E. Pacific to Repair Boiler Building

The U.S. Navy awarded I.E.-Pacific Inc., a small business from Escondido, an $8.3 million firm-fixed-price task order under a multiple award construction contract for boiler plant repairs at Naval Air Weapons Station China Lake. Several earthquakes, including ones of magnitude 6.4 and 7.1, shook the base in July 2019. The work to be performed provides for the repair and seismic improvement of Steam Plant 4 Boiler Building 14530. The scope of work includes repair and seismic upgrade of the building structure, as well as repair by replacement of various facility systems due to the severity of the interior and exterior damage. Work will run through October 2021. The Naval Facilities Engineering Command Southwest of San Diego received two proposals for the work and awarded the contract on Sept. 19.

Leidos Gets $7.1M Task Order

The U.S. Navy awarded Leidos Inc. a $7.1 million task order. issued under a General Services Administration indefinite delivery, indefinite quantity contract. This task order provides research support services to the chief science executive and the Research Services Directorate at the Naval Health Research Center in San Diego. Work is expected to be completed by September 2024. The Naval Medical Logistics Command of Fort Detrick, Maryland awarded the deal on Sept. 14.

USS Cooperstown Work Awarded

The U.S. Navy awarded Lockheed Martin Corp.’s Baltimore office a $12.1 million contract modification to provide post-delivery support for the Littoral Combat Ship USS Cooperstown. The 23rd in the series of Littoral Combat Ships, the Cooperstown is the first Navy ship to be named after the New York village that houses the Baseball Hall of Fame. The ship, of the Freedom class, was launched in January and has yet to be commissioned. Some 11% of the work, or $1.3 million worth, is expected to be performed in San Diego by February 2022. The Naval Sea Systems Command of Washington, D.C. awarded the contract, announced on Oct. 5.

Serco to Track Ship Repair

The U.S. Navy awarded Serco Inc. of Herndon, Virginia a $22.6 million modification to a contract originally awarded in 2018. Some 17% of the work, worth approximately $3.8 million, will be performed in San Diego. The deal exercises options for professional support services for the Naval Sea Systems Command’s deputy commander for surface ship maintenance and modernization. Services to be provided are in the areas of program management, administrative support, surface ship modernization, inactive ships, surface ships readiness, surface training systems, business and financial management, records management and information technology.

This contract will ensure that the fleet undergoes a multitude of upgrades that will provide for the continuation of system capabilities and readiness. The contract will ensure the Chief of Naval Operations surface training master plan and the Navy training system plan requirements are fulfilled for validating all surface training systems procured and managed by participating acquisition resource managers. This contract also ensures that budgeting, financial management and business processes are executed to provide support and respond to fleet life cycle requirements for in-service mine warfare, surface combatant, amphibious, auxiliary and command ship classes of ships.

Work is expected to be complete by January 2021. The Naval Sea Systems Command of Washington, D.C. awarded the contract, announced on Aug. 14.
