Affordable-housing developer Affirmed Housing has completed and opened Cielo Carmel, a $47 million apartment community in San Diego’s Carmel Valley neighborhood.

A statement from the San Diego-based company said the 197-unit, 17-building complex is the affordable-housing inclusionary component of Avino Apartments, developed by San Diego’s R&V Management in the master-planned Pacific Highlands Ranch community.

The apartments at Cielo Carmel will be leased to renters in households earning 50 to 60 percent of the area’s median income, under city rules requiring a portion of apartments in a new development to be designated affordable based on federal guidelines.

The new community includes one-, two- and three-bedroom apartments housed in two-story, townhome-style buildings. The complex has 1,800 square feet of interior common space, including a community building with a kitchen, TV lounge and business center.

Other components include a pool, “tot lot” and dog run. The community is at 6050 Camino San Fermin.
