Marriott Triumphs Over Legal Objections to Downtown Escondido Hotel

Earlier this month a court cleared the way for C.W. Clark Inc., a La Jolla real estate developer, and Phelps Development LLC to begin construction on a hotel in Escondido.

The developers said they anticipate breaking ground in January 2008 and completing the $56 million, seven-story Marriott Hotel in mid-2009.

Last August, the City Council agreed to invest $16.5 million to help build the 196-room hotel on a parcel of land between City Hall and the California Center for the Arts.

The project was stalled by a lawsuit that challenged environmental approvals for the project. The court said the city’s approval was proper and that the project does not have a significant environmental impact, said C.W. Clark.

“We are thrilled to be able to get to work and make a reality out of the city of Escondido’s long-envisioned dream for a downtown hotel,” said Craig Clark, president of C.W. Clark, after the May 8 ruling. “Escondido has wanted to bring a full-service hotel to the area for many years and most business leaders and merchants have been strong proponents of the plan. Now we have the go-ahead to make it happen.”

The 118,000-square-foot hotel will include a restaurant, lobby, two meeting rooms and 209 subterranean parking spaces.

A local developer broke ground on a $134 million residential development in Valley Center in April. Construction financing with United Commercial Bank is in place and construction of model homes in Live Oak Ranch is expected to begin by early July.

MSK Development Group, a Carlsbad-based developer of residential and commercial projects, will be building 146 homes on 1- or 2-acre sites.

Hannouche & Kang Architects Inc. of Newport Beach created three one-story courtyard plans ranging from 3,300 square feet to 4,000 square feet.

The 307-acre development will include 65 acres of open space featuring walking paths and equestrian trails.

Prices are expected to start in the mid-$800,000s.

In addition to the architects, the Live Oak Ranch development team includes Mooney, Jones & Stokes of San Diego for environmental consulting; Pacific Soil Engineering Inc. with offices in San Diego; Partners Planning and Engineering of San Diego; ToPIA Landscape Architecture/Planning of San Diego; Tory R. Walker Engineering Inc. of Vista and Water 3 Engineering Inc. of Escondido.

Newport National Corp. has broken ground for Civic View Corporate Centre, a 96,000-square-foot office project in San Marcos. The four-story, Class A office building is located along Highway 78 just east of Twin Oaks Valley Road.

The project is expected to be complete in the first quarter of 2008.

“We feel that Civic View will help usher in a new era of development in San Marcos and set standards high in terms of functionality, efficiency, quality and tenant appeal,” said Scott Brusseau, president of Newport National Corp., in a news release. “We expect great things from Civic View and are very excited to bring this project to the eastern 78 and northern I-15 markets of San Marcos and Escondido.”

Rates start at $2.75 per square foot, plus electricity. Space on each of the first three floors runs 24,000 square feet and is divisible down to 3,000, 10,000 and 15,000 square feet.

Mark Avilla, Keith Olmo and Matty Sundberg of Grubb & Ellis|BRE Commercial represent the marketing team for Civic View.

Pasadena-based C.W. Driver is the project’s general contractor. Nadel Architects LLP of Los Angeles is the project architect and Meracon Construction is the construction manager.

San Diego-based general contractors T.B. Penick & Sons Inc. completed construction on the $14 million design and build of a four-level parking structure at the Naval Medical Center Balboa on Ambulance Way. The structure provides an additional 1,050 parking spaces.

The 323,000-square-foot parking structure was designed by Jeff Katz Architecture with Jeff Katz serving as the principal architect and Anthony Damon as the project manager.

Terry Hunt served as the project manager for T.B. Penick with Owen Bingham as design manager; Pat Donovan as project supervisor; John Jicha served as facilities, engineering and acquisition division construction manager; Mary Lujan was the contract specialist; and Chris Storey was project manager overseeing construction.
