Peters Makes Council Appointments

Fourth District City Councilman Tony Young was unanimously approved for the position of president pro tem on Nov. 28 by the San Diego City Council, one of several appointments proposed by council President-elect Scott Peters for 2006.

Councilman Brian Maienschein, 5th District, was absent.

On Jan. 1, 2006, the city begins a five-year test of the strong mayor form of government. Young will represent the City Council in the community on citywide issues, and chair council meetings in the absence of the president.

Young also will serve as vice chair of the Committee on Public Safety and Neighborhood Services and was assigned to the Committee on Rules, Open Government, and Intergovernmental Relations, which will be chaired by Peters, and the Committee on Budget and Finance, with Peters serving as vice chairman.

Deputy Mayor Toni Atkins will chair the newly created budget committee, which will provide year-round review of the annual budget, among other issues. She also will serve as vice chair for the Committee on Natural Resources and Culture, and the Committee on Land Use & Housing.

San Diego City Councilwoman Donna Frye, who lost to Jerry Sanders in the Nov. 8 mayoral election, will chair the natural resources committee, which will review issues and proposals related to water and energy, arts and culture, and solid waste issues, among other areas. She also is assigned to the rules and budget committees.

Councilman Jim Madaffer will chair the land use committee, and has been assigned to the rules and budget committees.

Maienschein, who will chair the public safety committee, also will serve on the rules committee.

Representatives of the 2nd and 8th Districts, who will be elected Jan. 10, will each be assigned to the public safety, land use and natural resources committees. Maienschein will serve on the natural resources committee, and Peters the public safety committee, until the new members can be sworn in.
