North County to Be Well Represented on Airport Board

Re: “Air Transport, Water Desalination Top Topics in North County,” April 23.

When I introduced Senate Bill 10 in December, it was with the full intention that in the following months the San Diego County Regional Airport Authority and the San Diego Association of Governments, which coordinates transportation planning within the county, would engage in a discussion on how we can improve both aviation and ground transportation planning for all 16 airports in the region.

Those discussions have been very productive.

In late February, I let Sandag and Authority Board members know that when I introduced amendments to S.B. 10, I would use the Sandag model of designating seats for representatives from North County Inland, North County Coast, East County and South County.

This would keep the authority at nine members, none of whom would receive the current $171,000-plus salary enjoyed by three executive committee members. This gives North County two votes on the authority.

Assemblymember George Plescia, R-San Diego, principal coauthor of SB 10, and I attended the annual Sandag retreat in early February and heard from its board, representing 18 cities and the county, that there should be four sub-regional representatives on the authority board instead of the three that I had proposed.

The four would be selected in the same manner that Sandag selects its policy board members, with the same grouping of cities by sub-region.

The San Diego County Regional Airport Authority Reform Act of 2007 will save the taxpayers money, bring public accountability, and ensure regional cooperation on ground and air transportation planning.

The bill’s language is still in discussions for improvement, but let me emphasize that North County will be fairly represented on the Airport Authority Board.
