Chula Vista Fills City Manager, Attorney Posts

Chula Vista, the county’s second largest city, hired two key executives this week: City Manager Jim Sandoval and City Attorney Bart Miesfield.

Sandoval, who has been in city management for about 30 years, replaced David Garcia who was terminated by the City Council over allegations he misused his office’s computer.

Sandoval retired as Chula Vista’s planning director in June after nine years, and begins serving as its top manager Dec. 18. Before that, he served as planning director for the cities of Del Mar and Imperial Beach.

The City Council hired Sandoval Dec. 9.

As city manager, Sandoval oversees of staff of 1,109 employees and a budget of $274 million.

Miesfield was serving as temporary city attorney. The City Council decided Dec. 9 that he could have the job permanently. He has been with the city attorney’s office since 1998.
