Boston’s Goodwin Procter Opens Office in UTC

Boston’s Goodwin Procter LLP opened an office here this month.

Stephen C. Ferruolo and Ryan A. Murr, former partners with Heller Ehrman LLP, will run the office, located in University Towne Center.

Ferruolo has worked on acquisitions, joint ventures, strategic partnerships and technology licenses for companies in biotechnology and medical devices, as well as software and telecommunications.

He is vice president and general counsel of Biocom San Diego’s executive committee. Biocom is a regional life sciences trade association representing more than 530 member companies, according to its Web site.

Murr specializes in corporate and securities law with an emphasis on representing publicly traded companies in connection with securities offerings, mergers and acquisitions, and corporate governance matters for the life sciences and technology industries.

Goodwin Procter’s local expansion marks the start of a third California office in less than a year. In April, the firm opened offices in San Francisco and Los Angeles.

San Francisco employs 12 attorneys and Los Angles seven.

Regina M. Pisa, chairman and managing partner of Goodwin Procter in Boston, said serving clients on the West Coast is a key component of the firm’s long-term bicoastal strategy.

Pisa said San Diego is the largest market for biotechnology and second largest for life sciences, and Boston is the largest market for life sciences and second largest for biotechnology.

“With those two markets we think that we have the beginning of what will be the strongest bicoastal life sciences and biotech practice in the country,” said Pisa.

Although the new San Diego office has just the two attorneys, Goodwin Procter envisions growing to 25 attorneys, according to Pisa.

In addition to the offices in California, Goodwin Procter has offices in Boston, New York and Washington, D.C., and employs more than 700 attorneys. A Silicon Valley office is also in the works.

More Expansion:

Boston-based Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C. has expanded its local office with the hiring of real estate attorney Scott Biel.

Biel joins Mintz Levin from Sheppard Mullin Richter & Hampton LLP.

His practice focuses on representation of participants in all aspects of real estate transactions with an emphasis on financing, development and commercial and industrial leasing in the biotechnology, medical device, pharmaceutical and telecommunications industries.

Since opening in June, Mintz Levin’s local office has more than tripled in size to 16 attorneys practicing in bankruptcy, corporate, employment, intellectual property law and real estate.

Healthy Growth:

Procopio, Cory, Hargreaves & Savitch LLP has created a health care practice with the addition of nine attorneys from the law firm of Foley & Lardner LLP.

The practice will represent such areas as hospitals and physician groups, public agencies, medical equipment and devices companies.

Greg Moser and George L. “Jody” Root Jr. will serve as partners. Root was formerly chairman of Foley’s health law and regulated industries department and the health care industry team.

Moser was managing partner of Foley’s San Diego and Sacramento offices for the past five years.

In addition, Celia A. Brewer, Mary K. Norvell, Diane M. Racicot and Wendy L. Tucker have joined as senior counsel, and Sahyeh S. Fattahi, John C. Lemmo and Alyssa A. Osugi have joined as associates.

Procopio has 110 attorneys in the county.

Congressional Appointment:

University of San Diego School of Law professor Gail Heriot was appointed to the U.S. Commission on Civil Rights, the federal agency charged with monitoring federal civil rights enforcement. Heriot has been a member of the faculty since 1989.

The commission is comprised of four presidential appointees and four members appointed by Congress. Sen. Robert C. Byrd, D-W.Va., appointed Heriot, who will serve for six years.

Before joining USD, Heriot practiced law in Washington and Chicago.
