SAN DIEGO – The U.S. Navy awarded BAE Systems San Diego Ship Repair a $177.8 million contract modification for the repair, maintenance and modernization of the USS Halsey, an Arleigh Burke-class guided missile destroyer. The deal includes options which, if exercised, would bring the cumulative value of the contract to $225.6 million.
The scope of this procurement includes all labor, supervision, facilities, equipment, production, testing and quality assurance necessary to prepare for and accomplish the USS Halsey Fiscal 2024 depot modernization period. Work will be performed in San Diego and is expected to be completed by April 2026.
This contract was not competitively procured, in accordance with 10 U.S. Code 3204 (a)(3). The law reads, in part, that single source contracts are allowable to maintain a facility, producer, manufacturer or other supplier available for furnishing property or services in case of a national emergency or to achieve industrial mobilization.
Naval Sea Systems Command of Washington, D.C. awarded the contract, announced on Aug. 28.
AEVEX Gets Target Systems Deal
AEVEX Aerospace LLC of Solana Beach is one of five businesses that will compete for each order of a $95.1 million firm-fixed-price contract for Aerial Target Systems 3. Bids were solicited via the internet with five received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 16, 2024. The Army Contracting Command of Orlando, Florida, awarded the contract, announced on Sept. 16.
Small Business Receives Electronics Deal
The U.S. Navy awarded San Diego-based Systems Engineering Support Co. Inc. a $50.9 million indefinite-delivery/indefinite-quantity contract with a five-year ordering period and firm-fixed-price delivery orders for the production, assembly and testing of Tactical Tomahawk Weapon Control System suites of equipment. Work will be performed in San Diego and is expected to be completed by September 2029. The recipient is a small, disadvantaged, veteran-owned business. This contract was competitively procured via the SAM.gov website, with six offers received. The Naval Surface Warfare Center, Port Hueneme Division awarded the contract, announced on Sept. 13.
Viasat Supports High Frequency Modems
The U.S. Navy awarded Viasat Inc. (Nasdaq: VSAT) of Carlsbad a not-to-exceed $8.8 million firm-fixed-price, undefinitized contract for the procurement of items supporting high frequency modems associated with common electronics systems. All work will be performed in Carlsbad and is expected to be completed by September 2026. One company was solicited for this non-competitive requirement in accordance with 10 U.S. Code 3204(a)(1) with one offer received. The law reads that the head head of an agency may use other than competitive procedures when a property or services are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. Naval Supply Systems Command Weapon Systems Support of Mechanicsburg, Pennsylvania awarded the contract, announced on Sept. 11.
Cherokee Nation Firm Gains Local Work
The U.S. Marine Corps awarded Cherokee Nation Management and Consulting LLC of Catoosa, Oklahoma a $37.6 million firm-fixed-price and cost bridge contract for logistics services to manage, support and operate the Marine Corps Consolidated Storage Program warehouse network. Some 13% of the work, valued at approximately $4.88 million, will be performed at Marine Corps Base Camp Pendleton, and 9% of the work, valued at approximately $3.38 million, will be performed at Marine Corps Air Station Miramar. Work is expected to be completed this month. If all options are exercised, work will continue through September 2025. This contract includes a six-month base period as well as six one-month option periods. This contract was not competitively procured in accordance with 10 U.S. Code 3204(a)(1). The Marine Corps Logistics Command of Albany, Georgia awarded the contract, announced on Sept. 16.
Northrop Deal Covers Tactical Data Link
The Department of the Navy awarded Northrop Grumman Corp. (NYSE: NOC) an $80.3 million firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Link 16 tactical data link equipment for helicopters. This contract procures a maximum of 35 UH-1Y Link 16 A Kits, 36 AH-1Z Link 16 A Kits, 71 Link 16 B Kits, and Link 16 B Kit spare parts as well as systems engineering, program management and logistics support in support of the Marine Corps UH-1Y and AH-1Z helicopters. Some 8.33% of the work, worth approximately $6.7 million, will be performed in San Diego. Work is expected to be completed by August 2028.
No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B). The regulation says the work can be awarded without competition when awarding the work to a competing company would cause unacceptable delays.
