SAN DIEGO – BAE Systems Inc. announced on Aug. 6 that it received a contract from the Air Force Research Laboratory to further advance its Insight system. Work on the $48 million contract will be done in San Diego and among distributed engineering teams across the United States. BAE Systems’ local information technology operations are based in Rancho Bernardo.
Insight is a next-generation intelligence, surveillance and reconnaissance (ISR) exploitation and resource management system. It uses multiple intelligence signal processing, domain analysis multi-level fusion, predictive analytics, machine learning and automation to fill gaps in today’s military intelligence analysis capability.
According to BAE Systems, technology used in the Insight program helps intelligence analysts process massive volumes of complex data and quickly translates it into actionable intelligence. Original work on the project was conducted by the Pentagon’s R&D arm, the Defense Advanced Research Projects Agency (DARPA).
A key feature of this effort focuses on development and integration with airborne applications including Resolute Sentry, which provides real-time multi-domain battlespace awareness in highly contested environments. BAE Systems said that as part of this award, the company will mature components of the Insight system to meet operational requirements through enhancements, accomplish integration with developmental and operational systems, and conduct demonstrations for transition opportunities.
This effort will continue the work done on previous contracts to provide techniques for generating threat course of action scores from multiple sensors, domains and information types, to include modeling, simulation, algorithm development, assessment and demonstrations.

XSITE Pulls in 5-Year, $24M Contract
The U.S. Space Force awarded XSITE LLC of San Diego a $23.6 million cost-plus-fixed-fee contract for operation and sustainment of the Modeling and Simulation Software Analysis Tool. This contract provides for supportability assessments of communications services to combatant command operations plans for the Mobile User Objective System (MUOS) satellite communications system. Work will be performed at and around Peterson Space Force Base, outside Colorado Springs, Colorado, and is expected to be completed by June 30, 2029. This contract was a sole source acquisition. Fiscal 2024 operation and maintenance funds in the amount of $1.6 million are being obligated at the time of award. Space Systems Command at Peterson Space Force Base, Colorado, awarded the contract, announced on July 31.

Satellite Communication Deal Goes to Viasat
The Defense Information Systems Agency awarded Carlsbad-based Viasat Inc. a $7.7 million firm-fixed-price contract modification to exercise a fourth option year for Naval Senior Leadership Communication – Aircraft satellite communications services. The total cumulative face value of the contract is $38.2 million. The face value of this action is funded by fiscal 2024 operation and maintenance funds. Performance will be at the contractor’s facility in Carlsbad, with satellite communication services provided to aircraft traveling worldwide. The period of performance for Option Period Four is Sept. 10, 2024 through Sept. 9, 2025. The Defense Information Technology Contracting Organization at Scott Air Force Base, Illinois, awarded the contract, announced on Aug. 1.
Epsilon Receives Navy Work
Epsilon Systems Solutions Inc., a small business with headquarters in San Diego, was one of 11 companies that received indefinite-delivery/indefinite-quantity contracts from the U.S. Navy for services. Procurement will involve hull, mechanical and electrical machinery and systems services in support of surface fleet, submarine, shore-based installations other federal agency vessels, and select maritime agency vessels and land-based sites. The contracts awarded to the 11 vendors are not to exceed a combined or total value of $496 million over a five-year ordering period. Work will be performed at various locations, including private shipyards, naval shipyards and military establishments both in the continental United States and overseas, and will also require work to be performed at the contractor facility. Work is expected to be completed by July 2030. Funding will be made available at the task order level as contracting actions occur. This contract was competitively procured utilizing full and open competition via the System for Award Management (SAM) website, with 11 offers received. The Naval Surface Warfare Center Philadelphia Division awarded the contract, announced on July 25.
Tekla Contract Modification Supports Navy Acquisition
Approximately $350,000 worth of work under a U.S. Navy contract modification awarded to Tekla Research Inc. is expected to flow to San Diego County. Tekla, a small business based in Dumfries, Virginia, received a $17.6 million cost only value increase modification to a previously awarded cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract. This modification increases the contract ceiling to provide continued systems engineering and technical services for air and ship integration, systems safety, mass properties, survivability, manufacturing and quality, air platform stores integration, metrology and systems security engineering supporting naval air integrated program teams, externally directed teams and enterprise teams to include multidiscipline, integrated technical baseline evaluation, engineering assessment to technical assessment of cost, schedule, emerging technology and maturity of design in support of the Navy acquisition programs.
Most work will be performed in Patuxent River, Maryland (68%). Work is expected to be completed by April 2025. The Naval Air Warfare Center Aircraft Division at Patuxent River, Maryland, awarded the modification, announced on July 23.
