Construction will start in mid-December on a luxury twin-tower, 14-story condominium development on Laurel Street and Sixth Avenue across from Balboa Park, the developers said.

Park Laurel LLC is developing Park Laurel on the Prado. Park Laurel LLC is a joint venture of Robert S. Lawrence of R.S. Lawrence Development Inc., and Joseph S. Sapp of JenJor Development Inc., Lawrence said. Both are San Diego-based.

The two have built or are developing more than $300 million in real estate in San Diego and Riverside counties, Lawrence said.

Austin Veum Robbins Parshalle is the architectural firm and Nielsen Dillingham Builders is the general contractor. Both are based in San Diego.

The project will have 94 residences ranging in size from 2,600 to more than 4,600 square feet with from two to five bedrooms and 2-1/2 to 3-1/2 baths. Prices for the first phase will start in the mid-$700,000s and range up to $3 million.

Doug Austin, lead architect on the project, said he drew inspiration from the architecture of the museum buildings to the east in Balboa Park.

“As you come east on Laurel, you will see this building silhouetted against the tower at the Museum of Man,” Austin said. “We’ve incorporated some of those design elements, such as the tile dome, archways and ironwork, into Park Laurel.”

He said 10 people on his staff worked on the design. It took about nine months to complete.

Designing the electrical, plumbing and mechanical systems was the greatest challenge, he said.

“The question is: How do you vent all of the ranges; how do you vent the toilets; and how do you get trash out of the building?” Austin said. “We’ve thought all those things through as well as worked with a whole armada of people and issues from community plans, handicapped access, building ordinances, the fire marshal, and energy efficiency. It’s a very complicated project.”

He said the arboretum in Balboa Park was also a design influence.

The project is another example of the move back to the Downtown area by people seeking to avoid heavy traffic on local freeways and enjoy the lifestyle urban living provides, said RussValone, president of MarketPoint Realty Advisors of San Diego, a research firm. The development is just one of many that will create thousands of new residences in the center city area in the next few years, he said.

“The area is a natural for those individuals who want to be close to the central core of San Diego but still want to live in a residential area,” Valone said.

The price of the Park Laurel condos is merely a reflection of high land prices because more and more high-density developers are coming in and buying property in the neighborhood, he said.
