Construction and Design
KMA Architecture & Engineering has promoted Andrew Carlos and William Karrasch to associates. Carlos brings 17 years of commercial and retail design, and historical residential preservation experience to the firm. Karrasch is a Leadership in Energy and Environmental Design-accredited architect with 25 years of experience in San Diego and throughout Southern California.
Education
Otto Lee has been named vice chancellor of the San Diego Community College District. Lee holds a bachelor’s degree in aerospace engineering from Polytechnic University in New York, a master’s degree in aeronautics and astronautics from the Massachusetts Institute of Technology, and an M.B.A. from Pepperdine University. He is completing his doctorate in educational leadership and change at Fielding Graduate University.

Government and nonprofit
The J. Craig Venter Institute has named Robert Friedman deputy director of its La Jolla facility. Friedman will oversee daily operation of the facility and 40 staff members and scientists who are engaged in synthetic, environmental and human genomic research.
Volunteer San Diego Executive Director Sue Carter has been appointed to the CaliforniaVolunteers Board of Commissioners by Gov. Arnold Schwarzenegger. The 25-member board serves as the CaliforniaVolunteers’ governing body. Its roles include policy- and decision-making regarding programs, communications and special initiatives undertaken by the organization.
The Pacific South Coast chapter of the National Multiple Sclerosis Society has named Rich Israel its president. Before joining the society, Israel served as vice president of strategic partnerships with Mindgruve Inc.
Tom Hogarty, founder and principal of Hogarty Communications, has been elected chairman of the board of the Escondido Chamber of Commerce. He will serve a one-year term.

Health care and Biotech
SeQual Technologies Inc., a San Diego manufacturer of medical equipment, has promoted Ron Richard to chief executive officer. Richard has replaced Jim Bixby, who will continue to have a seat on the board of directors. Richard joined the privately held company, which makes oxygen systems, in 2007 and is senior vice president of sales and marketing.
Illumina Inc. has appointed Fredrick Clerie to vice president of quality assurance and regulatory affairs. Clerie will be responsible for managing and enhancing Illumina’s comprehensive quality systems strategy to support the development, manufacture and distribution of products serving the research and molecular diagnostic markets.

Law
Procopio, Cory, Hargreaves & Savitch LLP has hired Sharon Madere and Clancy Mendoza. Madere has joined the firm as an associate in the corporate, mergers and acquisitions and securities practice in the San Diego office. Madere comes to the firm from the San Diego office of Latham & Watkins LLP. Mendoza has joined the firm’s employment, labor and benefits practice in the Carlsbad office as senior counsel. Mendoza’s practice focuses on the Employment Retirement Income Security Act and employee benefits law, retirement plans, health and welfare plans and related tax law.
Procopio also has said that senior counsel Dawn Hall Cauthen has been elected president of the North County chapter of the Lawyers Club of San Diego. Cauthen focuses her practice on estate planning, trust administration, probate, estate tax and gift tax matters.
The San Diego County Bar Foundation has elected Joseph Ergastolo, James Hill, Timothy Richardson and Debra Buljat to its board of directors. Ergastolo, a partner at the law firm of Wright & L’Estrange, specializes in complex litigation in state and federal courts. Hill, shareholder of Sullivan, Hill, Lewin, Rez & Engel, specializes in bankruptcy and commercial law. Richardson, with the Law Offices of Timothy J. Richardson, specializes in criminal defense. Buljat is associate general counsel for General Dynamics Nassco, where she is responsible for overseeing litigation and advising the company on a variety of legal issues.

Media and Marketing
Bailey Gardiner has hired Ian Graham as executive creative director. As creative leader of the agency, Graham has hired Nik Helgaas as art director and Lindsay Cliett as copywriter. Francis Floro has also been hired as a designer and Callan Green as an advertising and public relations account coordinator.

Miscellaneous
Innovative Employee Solutions, which offers payroll and human resources administrative services, has promoted Darlene Bruder from vice president of operations to executive vice president. Gaby Mergenthal has been promoted from vice president of business development, also to executive vice president. Bruder has 16 years of experience in payroll administration; she joined the company in 2000. Mergenthal joined the company in 2004 as sales manager.

Technology and Manufacturing
Sequoia Communications has promoted Reza Kasnavi and Duncan Pilgrim. Kasnavi has been named vice president of product management. He previously served as director of product development and has 11 years of experience in the semiconductor industry. Pilgrim has been promoted to vice president of marketing. Pilgrim joined Sequoia Communications in 2007 as director of product marketing and has 14 years of radio frequency engineering and marketing experience.
Enaxis Consulting has hired Kevin Leusing as a senior manager. Leusing has 18 years of experience in solution design and delivery leadership. He will serve as a business development leader and client engagement adviser for Enaxis.
Dynalectric has named Channey Doud executive vice president. Doud will be responsible for the daily operations and lead all aspects of the construction, service and systems groups.
